Description(EN) :	<p><strong>Thainox Stainless Public Company Limited (Thainox) has conducted a series of public hearings on the health and environmental impacts of its “Third-Phase Expansion of Cold-Rolled Stainless Steel Sheet Production Capacity” project, in order to boost the confidence of local residents. The project’s health and environmental impact assessment will be finalized in October, before being submitted to the Office of Natural Resources and Environmental Policy and Planning (ONEP) for further consideration. Although the government list of 18 industrial projects deemed harmful to the environment, natural resources and human health has not yet been released, Thainox is convinced that its project will not be included.</strong></p> <p>Chusana Veeraphandu, Thainox’s Plant Director, revealed that the “Third-Phase Expansion of Cold-Rolled Stainless Steel Sheet Production Capacity” project located at Rayong Industrial Park in Nikhom Phatthana district, Rayong province, is one of the projects temporarily suspended by the Administrative Court in compliance with Section 67 (2) of the 2007 Constitution. The company is currently awaiting the National Environmental Commission to officially announce the list of 18 industrial projects deemed harmful to the environment, natural resources and human health.</p> <p>For transparency, whether or not Thainox will be included on the list, the company has prepared reports on health and environmental impact assessment (HIA and EIA) and has completed the public hearing process which involved the civil sector, communities and governmental agencies in Rayong, as well as a wide range of stakeholders. The final results of public hearings – covering the area near the plant and three surrounding districts: namely Ban Khai, Nikhom Phatthana, and Mueang, consisting of 21 communities in total – will be available to the general public in October before being submitted to the ONEP for further consideration.</p> <p>In an effort to draw major guidelines for harmonious coexistence between the plant and the communities, most participants attending the public hearings proposed suggestions focusing on healthcare-related activities in surrounding communities, and measures to prevent and eliminate health impacts caused by pollutants emitted from the plant.</p> <p>As regards the environment, the emphasis lies on opportunities for public involvement in the monitoring, inspection and observation of the plant’s compliance to its environmental quality monitoring measures, the impact mitigation guidelines, and the continuous organization of activities in collaboration with communities and villages in the area.</p> <p>In terms of health, it is proposed that healthcare activities be promoted among people in surrounding areas of the project through, for example, the provision of physical fitness facilities.</p> <p>“We have held six to seven public hearings, both in a small and large gathering, in an attempt to reach a clear and objective solution. Most participants agreed with our proposed guidelines and thought that the project would help generate employment for the community and reduce imports of stainless steel from foreign countries,” said Mr. Chusana.</p> <p>With a total investment of approximately 4.26 billion Baht, the “<strong>Third-Phase Expansion of Cold-Rolled Stainless Steel Sheet Production Capacity</strong>” project is expected to increase Thainox’s annual production capacity of cold-rolled stainless steel based on both black and white steel coils as raw materials, from 200,000 tons to 300,000 tons. Under the project, the operation incorporates strict quality control by employing clean production technology, clean fuel, and low-concentrated acid solutions – thus, keeping air pollution emissions during the production process to the minimum. When completed, the project would enable Thainox to better respond to the increasing demand for domestic stainless steel consumption resulting from the development of public infrastructure such as the skytrain, the growth of residential areas, and the improvement of living quality; as well as would contribute to the company’s expansion to new potential markets. Description(TH) :	<p><strong>ไทยน๊อคซ์ เดินหน้าจัดทำประชาพิจารณ์ผลกระทบด้านสุขภาพและสิ่งแวดล้อม โครงการ “ขยายกำลังการผลิตเหล็กแผ่นไร้สนิมรีดเย็น ระยะที่ 3” สร้างความมั่นใจให้ประชาชนในพื้นที่ แม้ยังไม่ประกาศบัชี 18 ประเภทกิจการที่มีผลกระทบต่อชุมชนอย่างรุนแรงทั้งด้านคุณภาพสิ่งแวดล้อม ทรัพยากรธรรมชาติและสุขภาพ เตรียมสรุปผลศึกษาขั้นสุดท้ายในตุลาคมนี้เพื่อยื่น สผ.ต่อไป พร้อมแสดงความมั่นใจว่าโครงการฯจะไม่ติดกลุ่มฯดังกล่าว</strong><br /> <br /> นาย ชุษณะ วีระพันธุ์ ผู้อำนวยการโรงงาน บริษัท ไทยน๊อคซ์ สเตนเลส จำกัด (มหาชน) เปิดเผยว่า โครงการผลิตเหล็กแผ่นไร้สนิมรีดเย็น ระยะที่ 3 ตั้งอยู่ที่สวนอุตสาหกรรมระยอง อำเภอนิคมพัฒนา จังหวัดระยองเป็นหนึ่งในโครงการที่ถูกคำสั่งศาลปกครองระงับชั่วคราวเพื่อ ดำเนินงานให้เป็นไปตามมาตรา 67 (2) แห่งรัฐธรรมนูปี 2550 ซึ่งขณะนี้บริษัทฯ อยู่ในระหว่างการรอคณะกรรมการสิ่งแวดล้อมแห่งชาติที่จะสรุปบัชีรายชื่อ ประเภทกิจการที่มีผลกระทบต่อชุมชนอย่างรุนแรงทั้งด้านคุณภาพ สิ่งแวดล้อม ทรัพยากรธรรมชาติและสุขภาพ อย่างเป็นทางการ<br /> <br /> ทั้งนี้เพื่อให้เกิดความ โปร่งใส แม้ว่าการประกาศประเภทกิจการรุนแรงฯ จะมีผลให้บริษัทฯเข้าข่ายหรือไม่ก็ตาม ขณะนี้บริษัทฯ ได้จัดทำรายงานผลกระทบด้านสิ่งแวดล้อม(EIA) และผลกระทบด้านสุขภาพ (HIA) และเปิดประชาพิจารณ์เสร็จสิ้นแล้วในทุกกระบวนการโดยดำเนินการร่วมกับภาค ประชาชน ชุมชน หน่วยงานภาครัฐในจังหวัดระยอง ตลอดจนผู้มีส่วนได้ส่วนเสียอย่างกว้างขวาง ครอบคลุมพื้นที่ทั้งระยะใกล้โรงงานและพื้นที่โดยรอบ 3 อำเภอหลัก รวม 21 ชุมชน ในเขตอำเภอบ้านค่าย อำเภอนิคมพัฒนา และอำเภอเมือง และกำลังสรุปผลขั้นสุดท้ายเพื่อนำไปเผยแพร่ต่อสาธารณชนอีกครั้งในเดือน ตุลาคมนี้ จากนั้นจะนำเสนอรายงานต่อสำนักนโยบายและแผนทรัพยากรแห่งชาติ (สผ.) ต่อไป<br /> <br /> โดยแนวทางหลักจากการเปิดประชาพิจารณ์ฯ ที่ผ่านมา ประชาชนที่เข้าร่วมฯ ส่วนให่มีข้อเสนอแนะในด้านการอยู่ร่วมกันระหว่างโรงงานและชุมชน ที่มุ่งเน้นการดูแลและส่งเสริมกิจกรรมด้านสุขภาพแก่ประชาชนในชุมชนโดยรอบและ การกำหนดมาตรการป้องกันและแก้ไขผลกระทบด้านการระบายมลสารของโรงงานต่อสุขภาพ<br /> <br /> ใน ด้านสิ่งแวดล้อม มุ่งเน้นการเปิดโอกาสให้ประชาชนมีส่วนร่วมในการติดตามตรวจสอบและการสังเกต การณ์ในการปฏิบัติตามมาตรการติดตามตรวจวัดคุณภาพสิ่งแวดล้อมของโรงงาน การจัดหาแนวทางการลดผลกระทบเพื่อให้ชุมชนสามารถอยู่ร่วมกับโรงงานได้ และการจัดกิจกรรมต่างๆกับชุมชนและหมู่บ้านอย่างต่อเนื่อง<br /> <br /> ส่วนผลกระทบด้านสุขภาพ เน้นการส่งเสริมสุขภาพแก่ประชาชนโดยรอบพื้นที่โครงการ เช่น การจัดหาเครื่องออกกำลังกายให้กับชุมชน เป็นต้น<br /> <br /> “การ จัดทำประชาพิจารณ์นั้น ได้ดำเนินการมาแล้ว 6-7 ครั้ง ทั้งกลุ่มย่อยและกลุ่มให่ เพื่อให้ได้ข้อสรุปที่ชัดเจน ซึ่งส่วนให่เห็นด้วยกับแนวทางตามข้อเสนอของบริษัทฯ นอกจากนี้ยังเห็นว่าเป็นโครงการที่จะช่วยส่งเสริมการแจ้งแรงงานให้แก่ชุมชน ตลอดจนช่วยลดการนำเข้าสเตนเลสจากต่างประเทศด้วย” นายชุษณะ กล่าว<br /> <br /> อนึ่ง “<strong>โครงการขยายกำลังการผลิตเหล็กแผ่นไร้สนิมรีดเย็น ระยะที่ 3</strong>” นี้ เป็นส่วนขยายกำลังการผลิตที่จะทำให้ไทยน๊อคซ์มีกำลังการผลิตเพิ่มขึ้นจาก 200,000 ตันต่อปี เป็น 300,000 ตันต่อปี โดยมีวัตถุดิบหลัก ได้แก่เหล็กม้วนชนิดขาวและชนิดดำ โดยจะใช้เม็ดเงินลงทุนประมาณ 4,260 ล้านบาท การดำเนินงานในโครงการฯดังกล่าว มีการควบคุมคุณภาพโดยใช้เทคโนโลยีการผลิตที่สะอาด มีการใช้เชื้อเพลิงสะอาด และใช้สารละลายกรดที่มีความเข้มข้นต่ำ ซึ่งจะไม่มีการระบายอากาศเสียจากกระบวนการผลิตเพิ่มเติม เมื่อแล้วเสร็จจะสามารถตอบสนองความต้องการใช้งานสเตนเลสในประเทศอันเนื่อง จากการพัฒนาสาธารณูปโภคพื้นฐาน เช่น รถไฟฟ้า การเติบโตของที่อยู่อาศัย และการมีคุณภาพชีวิตที่ดีขึ้นของประชาชน ตลอดจนการขยายตัวของตลาดใหม่ ซึ่งไทยน๊อคซ์มีส่วนแบ่งตลาดในประเทศสูงสุดและส่งออกไปยังกว่า 40 ประเทศทั่วโลก<br /> <br /> <a class="style4" href="http://www.thainox.co.th/cgi-bin/images/N000029_3.pdf" style="COLOR: rgb(107,107,107)" target="_blank">(ร่างฉบับย่อ) รายงานการประเมินผลกระทบทางสุขภาพ: โครงการขยายกำลังผลิตไทยน๊อคซ์ ระยะที่ 3 </a><br /> <a class="style4" href="http://www.thainox.co.th/cgi-bin/images/N000028_3.pdf" style="COLOR: rgb(107,107,107)" target="_blank">รายงานสรุปการกำหนดขอบเขตการศึกษาและแนว ทางประเมินผลกระทบด้านสิ่งแวดล้อมและสุขภาพ: โครงการขยายกำลังผลิตฯ ระยะที่ 3 </a></p>
